Ends-Means-Process (EMP) Analysis Workshop for Legal Practitioners

CAST’s Training and Technical Assistance Team invites you to attend our Ends-Means-Process (EMP) Analysis Workshop for Legal Practitioners. This 4-hour live, online workshop is a unique opportunity for legal service providers to practice applying the “severe form of trafficking” definition to case facts using CAST’s EMP Model. Application of the legal definition of trafficking is essential for T visa eligibility and other forms of legal relief for trafficking survivors.

During this live online workshop, legal practitioners will learn how to:

  • Use the EMP model to organize case facts;
  • Craft legal theories using the EMP model; and
  • Develop follow-up questions to address gaps or weaknesses in the facts.

This workshop will require active participation throughout the session and will also require approximately 2.5 hours of pre- and post-work.

  • Friday, June 27, 2025
  • 9:30 AM - 1:30 PM PT / 12:30 PM - 4:30 PMT ET
  • Cost: FREE

Workshop Requirements:

This workshop requires active participation throughout the 4-hour session and approximately 2.75 hours of pre- and post-work.

Workshop Structure:

  • ~1.75 hours of pre-work including a review of CAST’s Human Trafficking Defined e-learning course.
    Note: To access the workshop, participants must re-review the Human Trafficking Defined course and complete the accompanying quiz, even if previously completed.
  • 4 hours of live, online instruction (including breaks) focused on practicing factual analysis using CAST’s EMP model.
  • ~1 hour of post-work applying the EMP model to a real-world case scenario.

Requirements for Participation:

  • Commitment to complete all pre-work, post-work, and the entire live training.
  • Must be a legal practitioner.
    • Due to limited space, priority will be given to licensed attorneys and DOJ-accredited representatives at OVC-funded organizations.
    • Paralegals, law students, unlicensed law graduates, and legal assistants will not be accepted at this time due to high demand.

Technological Requirements:

  • A working microphone and camera for the live session.
  • Willingness to use Canvas, the learning management system utilized for all CAST TTA courses, workshops, and trainings.

MCLE/Certificate of Completion Information:

This course is approved for 6.5 hours of California MCLE credit, including 1.5 hours for Elimination of Bias. Participants should verify reciprocity with their state bar. Certificates of Completion will also be available for DOJ accredited representatives.

To receive MCLE credit or a Certificate of Completion, participants must complete required activities through the Canvas platform, including an evaluation. Once completed, participants will be able to download their MCLE certificate or Certificate of Completion for their records.

Registration Process:

Space for this workshop is limited, with an approximate class size of 24 participants. Registration typically fills up quickly, so please submit your application as soon as you know your availability to complete the entire course.

Please note that while registration is considered on a rolling basis, final selection of participants will consider the pre-screening questions to ensure a diverse cohort that meets our grant requirements. Our goal is to create a balanced and inclusive group of participants who bring a wide range of perspectives and experiences to the workshop.
